Yes the shelf is removable. It is a sturdy cabinet and holds all my mothers medication including a week medipack. Excellent value

What is the correct height as it states 90mm? is it 90cm?

sorry not got back sooner. correct hieght is 32cm or 12 and a half inch high. Width is 21 cm and depth of cabinet is 85mm possible were you get the question 90mm or 90cm.

What metal is it? ie. will it rust in a steamy bathroom?

Its painted so should be ok unless the paint gets damaged. Then its the same as any other painted metal surface. As any car owner will tell you. My cabinet is in the kitchen and is alright so far.

can this be kept on the worktop if I cannot manage to put it on the wall?

Possibly but will move around if not secured to the wall when opening and closing.
