Can it be used to prepare a area for fake grass ? I have stone down atm was going to put sand over the top then grass just need some advice

If by prepare you mean flatten the surface; then yes, it does the job. Good robust tool, I used it to flatten hardcore before laying slabs, did the job well. Recommend it.

Would this be okay for compacting sub base

The weak point is at the base of the handle, as I found out when the tamper was used on some uneven ground with some large flints. However some duct tape came to the rescue. I wouldn't recommend it if you have a large area to crush.
