Could you drive over them without bursting them as my drive is slightly higher than the road

They are a type of woven materiel and although strong enough as sand bags I don't think they would stand up to the weight of a car being regularly driven over them -without eventually splitting. Hope this helps.

Do these bags with the sand in absorb the flood water?

the bags are porous so the sand will get wet. but the purpose of the bags is to build a dam to hold back water or deflect the flow of water

Would these sandbags stop excess surface/groundwater from coming under a wooden fence and into my drive?

They are ordinary sandbags and not very pretty but functional i.e if banked up on top of one another, they will temporarily stem and re direct a channel of water, but it depends on the directional rate flow of water and volume. If you are on a fairly steep slope where a lot of water is running directly towards your drive they may not be effective. The polyproplene also seems breaks down with excess sunlight, so not for long term use. You or your neighbour probably need permanent drainage solution.
