Can this be used over shellac gel polish?

This product can be used over Sjellac, however it will only give partial penetration but you won't get the same results as using it on bare nails. For best results, apply to bare natural nails twice daily, massaging into the entire nail, nail edge and cuticle. Use for up to 4 weeks for optimal results

So do you apply then can you apply Shellac on top?

Dear Ellie I am not an expert but I suggest you do not apply Shellac immediately as it must take time until your nails absorb the oil. From my experience apply the Shellac only when your nails are completely dry!

Are you supposed to cure it under the light this treatment or not?

I have never done so. It never occurred to me to do so. I just brush it on, and massage all nails for a couple of minutes until the stuff is mostly absorbed. I do it twice a day, and flaking is now almost entirely a thing of the past.

Why was the bottle open.the oil was everywhere

because the bottle top had not been screwed back on correctly
