I am guessing you mean does it remove dark make up, the answer is yes but you may have to use 2 sheets. I can attest to the fact that this is a very good make up remover.

Packet says, “Avoid contact with lips.” Why?

I’ve used these for a while and don’t avoid my lips. Nothing has happened. Yet 😳

I don’t know but they are brill. Take waterproof mascara off not probs. Don’t leave skin oily or greasy. I buy them all the time.
