Is this a toy or a modle

It's a model. It is not a toy. It is also very small and very fragile. This piece is a small scale HO Scale or 1/87 Scale model. It measures 2.25 inches long from the back of the vehicle to the front of the tracks. From track to track it measures about 1.5 inches wide; so this is a very small model that fits on the palm of your hand.

Is this remote controled

No it is not remote control enabled

Is this good for a cake topper?

Yes, it's light enough and small enough that it shouldn't sink into the cake much.
