Yes, the ignition position is spring loaded so once the hand is removed it will spring back to the running position.

Q: Dose it works with 24v ac, and does the key come out in the on position

Yes, it works with 24v ac, and key can't be pulled out in the "ON" position.

Q: Does the body of the switch have any sort of notch or locating tang in the area where it tightens on a panel? Something so it won't rotate around?

No, i just put 1/2" electrical connector lock nut on back side and tightened until ignition was pinched in nice and tight.
