Why can't I remove the cover on the plug to replace the fuse?

Hold the plug down on a flat surface with one hand, with the other hand, take a straight screw driver and put it on either grove just above the printed STOP area of the plug. Now apply some pressure to the screw driver, while pushing down toward the prongs of the plug. ( direction of the arrow on that plug) A small green panel will begin to slid out, in area just above the prongs.
