Can I put laundry in this?

Absolutely, the bag is lined on the inside and can carry weights up to 60 pounds. Laundry is a perfect application!

what the measurements when folded?

The tote lifts off and then with the push of two buttons the frame then folds to 23" x 17" x 9"high. It folded to the smallest size that I found when I was shopping for a cart like this and I like that I can lift the bag off and put it in the car and not have to unload the whole cart before I can fold it down. Fits nicely in my Jeep Renegade.

It says in the description this can hold 60lbs together between the bag and the mesh bottom, how much can each hold? Handle a 5 gallon water jug?

Not sure about a five gallon jug but it held a 25-pound bag of dog food plus my other shopping with no trouble. It holds all my groceries each week, which often includes at least one gallon of milk too.

Can someone help me on how to put wheels on ?

I used needle nose pliers to open up the pin a little. Then push through the small hole in the wheel stem
