No it does not need to be refrigerated. However it will last longer in the refrigerator. Do not put it in the freezer.

Can I use this to treat water in a vinyl kiddie pool sized ice bath? I don't and can't use chlorine and I don't want to use bleach.

Yes we use it in our pool. It's best to add it slow. You want about 50PPM peroxide.
