Can you make the width between the rails less or will the release bar not work if doing that?

just bend the release bar that it fits under pressure. bend in or bend out. but make sure you have to squeeze it in that it stays in place. first mount rails.

is there a way to mount the seat belt receiver?

Seat belt retainers should be bolted to a reinforced area of the floor and not to the seat frame.

Can rails be drilled for shorter seat mount locations?

I'm going to assume by "shorter", you mean just another mounting hole in the slider. If so, that's a yes. I had to drill a couple of additional holes in my sliders for the oddball bottom mount seat base that I had. Make sure to use a high speed bit, preferably something like a cobalt bit and some cutting oil.
