False advertising
Does not come close to 10 W and cannot possibly output 10 W. Only got ~2 W out into a 12 V battery in bright sunlight, and 0.9 W for the USB ports. This panel has about 16x21 cm of active area which means it would need to be almost 30% efficient to output 10 W with 1000 W/m2 of sunlight. 30% efficient solar panels are not available commercially. So unless they are selling solar panels pulled from laboratories for <$30 each and I happened to get a faulty unit, this is obvious false advertising.
