While I do not know the minimum flow rate rate or the maximum hose length, I do know this device works with a water pressure of around 50 gallons/minute and a drip hose length of at least 200'.  Additionally, the drip hose length can be too short for the siphon to work.

can this be used to siphon a liquid cleaner to a high velocity water nozzle?

It worked well with homemade fertilizer, which I assume is much thicker than liquid cleaner. I put a PVC pipe in the bucket I was siphoning from so I could make sure the liquid was siphoned off. When I noticed the level was not dropping, I increased the flow of the nozzle.

Can this be used before a pressure washer to spray insecticide high up to tall trees?

Accepted Answer

In theory, yes. 
But most pressure washers have quick disconnects in a size 3/8" or 1/4". You would have to put together a system of your own to tie this in after the pump. You cannot do it where you hook your garden hose into the pressure washer, add the chemicals would likely destroy your pump. Any quality pressure washer has a siphon built in after the pump where the pressure washer hose connects in. 
Another thing to take into consideration is the pressure that your machine is capable of producing. I wouldn't use this on a machine that could produce more that about 1800 psi. The are plastic or rubber parts inside for the back flow preventer that probably wouldn't do well with the high pressure.

I really do not know, but I can tell you about this mixer.  We used it repeatedly in our green houses until a few years later we purchased a whole water system unit.  Our city water pressure where we were located was close to 70.  Which is very high.
This also worked great for applications at customer homes.  We mixed up a 5 gallon pail of concentrate according to label directions and used their garden hose.
