Q: Do they work if theres no tags on a collar? Just the bells

I have a metal tag next to the Bell on my dog's collar which helps give it the little Ding-A-Ling I'm sure they would work without the metal tag but they work very good with a metal tag

Q: Are these light enough to move around so our pup won’t find it pulling him down?

I posted before that these bells are a choking hazard. My puppies are really extra playful and they didn’t last a half a day before I found one of the bells on the floor and then another piece on the floor also. So I returned them. But to answer your question they are very lightweight and if your dog does not move a lot, and won’t be pulling or tugging on it. It might be fine.
