The package I have says china, although it looks different than the photo mine appears to be missing the mountain in corner other than that the packaging is exact

would these work as a paper towel to dry your hands?

In order to release the compression so that you can unfold the towel you must add a few drops of water. So the towel itself is damp when you start out. If you waited a little bit I suppose it would dry enough to dry your hands off. It will absorb some additional moisture. The towel when completely released is about the size of a washcloth. I believe it is really designed more for that type of application...to be wet and clean things off not do much to dry things off.
