Is it waterproof and can be used outdoors?

The use of outdoor will obviously affect the accuracy of the measurement, and ordinary splashing water is no problem.

Does Acegmet have a home page with product info? Searches for the company itself find nothing, they haven't even registered their domain name.

I don't recall finding one when last I looked. I really don't have faith in this product.
