is this housing and blade both? Also why does the description talk about about paper? And does it work for explore air 2?

Yes. It is housing and blade both. Will work for any explore machine or the Maker. It is actually the exact same thing as the normal fine point blade. It's just a different color. The gold blades and housing are also the same. People buy the different colors and use one blade exclusively for paper, one exclusively for glitter one for vinyl, etc. I actually use this pink one for anything sticky like vinyl or sticker paper. I have the Maker so i use the rotary blade for material. But this pink blade will cut anything you use the regular silver blade that came with your machine for. Just remember, when replacing blades, you can ONLY use the white or red or pink capped blades (and blue for deep cut) The Gray capped ones are NOT for any of the explore machines or Maker.

Not needed for felt

I assumed that this blade would be used since the Cricut-brand Felt Sampler only specified that the deep cut blade is not required. I contacted Cricut support and they had me use the fine-point blade (the one that comes with the machine) and the "Felt, Wool Bonded". That dug pretty deep into the mat, so I'm not sure that's the best setting, but the felt turned out great.
