It took 8 skeins to crochet a 60” x 40” blanket with a 10mm hook. Simple stitches only, single, half double and slip stitches and just enough to make a single crochet border.

How many skeins to make a scarf?

If you purchase the 9.9 oz skein it will be plenty for a scarf.
