I have a 100 gallon preheat tank plumbed ahead of my regular water heater. can I install this powered by 600 watt of solar panels. will it overheat

I would not advise directly connecting this to solar panels as there are no regulars for the amount of power that enters the heating element. Solar panels are rated to a specific wattage in the best environment possible, but they will likely never achieve the written specifications on the panel/manual. Take note that in a typical 12V solar panel the output voltage typically ranges from 16V-18V, this is be cause you would need higher than 12V to charge a 12V battery and it is expected that the solar panels will not always get full sun. I believe best practice would be to get a charge controller and a small battery bank for your setup. You can get a decent charge controller for this setup for around $20-30 on Amazon. Batteries will vary, if you go with deep cycle make sure you have ventilation as they excrete flammable hydrogen gas, make sure you keep them filled with distilled water and have a cut off switch so they do not run under 40% charge. Running deep cycle batteries lose a lot of life if they are drained below 40% charge. You can also get lithium batteries that can be run all the way down to 0% without any difference in degeneration; however, with lithium batteries degeneration is occurs every time charging is initiated. With a solar panel and a charge controller you'll be constantly charging and discharging the battery. Please make sure your voltage and wattage(12V, 600W), and then take into account the length (Tube length to the terminal flange:180mm) and flange(1" NPSM).
