Is the fabric loud or noisy?

The fabric is not loud or noisy. It is super lightweight and surprisingly very sturdy and comfortable. Ordered it to use in Disneyland. Carried my phone, wallet, windbreaker and the most important item; my 32 oz flask of water. Wore it for 12-14 hours and it didn't bother me a bit. It was compact and light enough for easy and quick removal for getting on and off rides which was my second reason for purchasing this type of backpack. Not disappointed at all.

How big a water bottle can fit in the side pocket?

My water bottle with a diameter of 2.5 inches can fit in it

Are the shoulder straps padded?

Not padded but they do have a small liner on it. I did a 2 mile hike with it yesterday and it worked well.
