Will it fit 14 fjr1300 without a rack?

It comes with a base plate that with some work you could mount it to the FJR rack. I chose to spend an additional $175.00 to get a Givi SR 357 rack that will carry a much heavier load and not break the rear frame of the bike. This box will fit the Givi rack. I did not use the base plate that came with the box. I used the base plate that came with the SR 357 rack.

Will this fit on a 2018 bmw r1200rt?

I put it o 2016 AT CFR 1000 and like it a lot the extra lights on bike a big plus. came with every thing I needed to mount it on bike. I looked at a lot of top cases u had to buy bunch extras but this came with every thing

How does it do in the rain? Leak at all?

It's been almost a year now since installing it. It just doesn't rain that much in San Diego. However, the few times rain caught me off guard the box worked great. No Leaks, No Runs, No Fouls. It's been the best thing since velcro and snap on bras. Along with my saddle bags, it fulfills a great purpose for me, i.e., Storage. It's carried a Watermelon, 12 pack of beer, my swim gear, music books, and grocery's. I rarely lock it and it never opens, even when going over bumps. Highly, Highly recommend this product.
