Yes it does work great even with low “B” on the 5 string

Where does it clip on a bass? Can you tune it with finger picking, or do you have to use a bow?

You would clip it onto the bridge of the upright bass. You can use either plucking or bowing techniques. As a bassist, myself, I recommend bowing, specifically while using the 12th fret harmonic, to get the best results.

what setting # is needed to tune a bass?

I never see #. I turn it on, clip it onto bridge and tune.

Best for bass frequencies

The tuner picks up bass frequencies quite well. Even in a noisy room. Regular tuners take time to pick up the lower notes, but not this one.
