Will this fit a Smith ans Wesson 9mm?

Yes, it will. It's made for the M&P series of the S&W pistols, however a variety of pistols will fit in the case.

What are the dimensions, length and width ?

The length is 12.5 inches. Width 5.25 inches (measured from below cutout for your hand), width on either side of the handle is 5.25 inches, depth is 3 inches. Thickness of the plastic is 3/16 inch. I bought it to hold a S&W Sheild. It also hods a Beretta 92F easily, with room for a magazine. There is an oval cutout on one side of the foam inserts in the shape of a 3x2 inch oval. Don’t know what it is for.

Is this correct size for the sw22 victory 22 target pistol?

It fits nicely with regular sights. However, I put on an Electro Dot sight (looks identical to the Feyachi RS-29) and the Victory would no longer quite fit.

It appears that should have no problems. I see the sw22 victory has a barrel length of 9.2 inches. No height is specified on the SW website. My Beretta 92FS fits with 2 or more inches to spare for the barrel in the SW plastic case. You will have to determine the height requirement yourself. For reference, my Beretta has a height of 5.4 inches with at least 2 inches to spare.
