What's the difference between the ps4 and the ps5 version?

The PS4 version you'll only be able to play at 30fps unlike the PS5 that let's you play at 60fps. Also the PS5 has the activity card progression to help you track quests. Apart from that the games are similar.

Does this edition include the persona 5 costume pre order bonus?

No, that's pre order only as of yet. You can buy a costume dlc pack that includes the P5 school outfits but not the pre order battle outfits. Also the digital deluxe version of the game comes with an exclusive maid outfit and a demon.

Is there a digital code for the game with this?

This is a physical disc. The disc must be in the system to play. It will not be usable on the discless model of the PS5.

Do you need to play any of the games prior to understand and play this game for story?

No you can be a new player and not be confused by the story
