Can the be shrunk with a hair blow dryer?

Yes, but it depends on the quality of the dryer and how it is constructed.
The coils definately get hot enough to shrink the tubing, but the blowing air will not carry enough heat to do anything. You need to let the coils warm for a bit on high, then get the tubing as close as you can to them. Most hair dryers have baffles that prevent objects that are flamable (hair) or conductive (the wire you're holding) to get close to the heating coils.
tl;dr It's worth a shot.

If it fails - a cigarette lighter will work just as well and heat guns are cheap, too.

CAn it be used for 12 awg or 10 awgg electrical cable?

Of course, I bought this set cuz I needed a heat shrink tube that was large enough to fit over my true 4AWG of OFC power & ground wire for my 3500watt amp & the largest 13mm pieces were just large enough to fit on my 4AWG & since I ran 10AWG for my speaker wire I can absolutely assure that this set has plenty of sizes that would fit perfectly for 10 & 12AWG Sized wire. Can I put these tubing on my tools to insulate for electrical work

...which electrical?  Automotive ?  12 volt range?  Go for it.
...home wiring? 120-240 volts?  Should be safe enough, however one  does not know what the dielectric strength of the heat shrink is.
Back Muppet Labs and break out the test gear, Beeker!
..residential power lines/h.v. transmission lines?  Really?  Use the approved tools.  Don't reinvent the wheel.

Can the tubing be cut in half lengthwise to get it over wiring which has a plug already attached, and still be heat Shrank?

You can do this but it will no longer be a tube. You want to get "Marine (Grade) Heat Shrink Tubing", sometimes called "Dual Wall" shrink tubing, it is adhesive lined so it will stick when you wrap it around the wire, then it will seal when you heat it.
