How many of these would I need for a once wrap around infinity scarf?

I can't find the pattern your referencing but this pattern you're following the yardage should be given already in yds or meters. If you are asking because you're doing a dc/ hdc infiniti scarf then this will be more than enough.

How many skeins is one pack?

1 big skein that is 1,181 yards check your project for total yardage for what your needs are

This yarn seems thinner than a #3 ? Would it be hard for a total beginner to work with?

Nope. It's still nice yarn. Really nice stitch definition too.

Is the Chimera coloring like the picture? It looks dark in the stripes pic but the roll seems bright and rainbow

Chimera is a jewel-toned rainbow mix, closer to the full skein photo, though some dye lots may not be that bright.
