what is the Amp draw? i need to hook several light together for a science display

No idea as to the Amp draw, that would need to be directed to the manufacturer. Being LED I assume it would be low but no information on my end. We use them on everything from forklifts and skid loaders, 12 volt to large end loaders and semi tractors, 24 volt.

Can you turn off the flashing function? I need it to just stay on.

This product has only one flash mode, no other mode!

Can this be mounted upside down under a rops on a tractor? or does it have a vent hole that needs to be pointed down to avoid moisture in the housing?

If it will be exposed to the weather continuously, I suggest filling the wire access hole with silicone sealant. Otherwise it works well mounted in any direction. These lights are very reliable in a moist environment, but are not meant to be submerged.
