Would this make a good starter bow for target practice and small game?

The bow discription gives 2 different draw lengths, 28 and 31. Which is it? I ordered the 50 lb.

The higher length (31") is the max draw length. Going beyond this be difficult. The lower length (28") is what the draw weight is measured at. This is pretty standard for horse bows. If your draw length is higher, it'll stack (rapidly increase in draw weight), and if it's shorter, you won't hit the measured draw weight. You won't want to draw past the maximum draw length.

Is it possible too drill this bow to add attachments like a sight, without damaging it structurally?

This bow is not meant to be shot with aids like a sight.
