Is Buff beige for cool or warm undertones? Do not want to look orange.

I really don’t know if I’m cool or warm. However, this has never looked orange on me.

I watched the short video from a user but it does not go on at all smooth or silky What do I do?

I use a make-up brush for liquid make-up and I don't have a problem with putting it on smoothe. I wouldn't say it's silky due to the fact that it is a matte finish.
