can i paint over it once it's dry?

I'm not sure, I would call the company and ask if it would affect the waterproof ability of the paint or if it can be tinted the color you want. There is a company number on the can. I think you should be able to, but I would probably wait until it is fully cured before doing it

Can I paint this on contrete walls in my basement? What color is is?

Yes. I just painted my concrete garage walls it is white

Can this be used on the basement floor? I need to seal where the wall and floor come together as well as the whole wall.

I would not use it on a floor, they make a special product for that.

Does this cover rubber paint

I really do not know that but, it covers very well over old paint

DIY friendly

Super smooth to put down. Ended up doing two coats. Probably could have just used one as it does go down pretty thick. We have had a couple skiff marks 6 months in but it was most likely my error as I did not prep the floors as well as I could have before painting. Color is nice. Easy to wash. For being on the cheaper end for this paint I can not complain! Turned out great.
