No mention of 1.2 or 1.3 on the unit nor the box. There is no evidence of a fan--no noise and no air flow. Power is 12V @ 4.0A. The model is WRT1900AC-RMHope this helps.

does linksys refurbish the routers or does another company?

I don't know how actually refurbished the router. I was missing just about all documentation with the product. Luckily I have had past experience with Linksys and logged in to the old address from my last router and was able to setup from there. I don't want to discourage you because this is the best router I have ever purchased. Right before I figured it out I went to their website and downloaded the real setup guide and just laughed after I already did what it said.
