No, apply the glue to the paper backing.

Can veneer sheets be used on ceilings after textures has been removed?

Interesting question. I don't think that I would use Veneer for that as it is very thin. It will show every curve of the drywall under it. I suppose if you were able to finish the drywall perfectly which never really happens and then seal it and then glue this veneer up in theory it would work but I don't believe it would ever look truly flat. You'd probably be better off with something one eighth of an inch or so to achieve a flat surface that wouldn't look horrible with the wrong lighting.
