No there isn’t, so you need a 4” hole saw to have use it.

could this be used as an outside buried perforated basin to receive water from my basements sump.

Yes, I used mine for outdoors with a sump pump that discharges to the front of my property. I drilled numerous holes and put pee gravel around the outside to help with drainage issues I was having

Yes, Sump Pump's fit in the bottom. I used it for accumulating run off along the outside of a foundation. Rock filled trenches with filtered pipe fed into this. I wrapped the basin with filter fabric and put in about 8" of drain rock around the outside. Working great
