Can these casters be Outdoor use?

Dear Customer, I am deeply sorry for my late reply！ Ours caster wheels are better suit for outdoor and indoor use. wheels for cart and wheels for furniture is also good! If ours casters isn't so perfect after all, you can exchange or return it without a problem. ^ ^

what is the clearance dimension from top of plate to top of break?

From the top of the mounting plate to the top of the brake arm is about 1/2 inch.

I am trying to replace mounting holes center to center 1 1/2” apart. Will these work? Appears the mounting holes could have a range?

Dear customer, yes, the mounting holes have a range, Hole center to hole center is 1.38” * 1.38”. the hole size is 0.47” * 0.24”. Also, if ours casters mounting size is not suit for you when you receive, you can return it with free charge. ;) no worry about it.
