No, this helps w an itchy scalp. It can be used throughout but you should mainly target the area that itches, rub in for 2 min, then rinse.

Can one leave this on the scalp without washing it out? or it has to be washed out?

I have bleached hair will the oil make my hair stained green?

No. It will not stain your hair green.

Is this used to protect your scalp from chemical burns? Or should I still base with petroleum? Would this replace petroleum?

I would not use it to protect your scalp before a relaxer. The peppermint opens your pores so more than likely it will open and allow the relaxer into your scalp
