For a 35'' waist, is the 31-35 belt the best choice, or one size bigger?

The answer depends on how much "tail" you want on the slack side of the buckle. If you don't like very much tail so prefer the shorter belt. The entire length of the belt can be pulled through the buckle and secured. So a larger size is also suitable
