I need to repair a bird bath, it willl be sealed after, I have to recreate some spots will this stick to the old concrete?

New concrete doesn't adhere strongly to old concrete, it's called a cold joint. You run the risk of your repair popping loose. You may be better off finding a white sanded tile grout, it contains polymers that act like adhesion promotors.

It's ready to use. You can add sand if you want to, I'm not sure what your using it for. I used the white Portland cement for hypertufa and than added a beautiful color (blue, green, yellow) the color comes out strong and bright. I have tried it with and without sand, the sand makes it set up faster, you have to work fast.

what do you recommend for dying this? I'm trying to get a terra-cotta look for one object and bright yellow for another

I just used regular color concrete mix. It’s a powder. Make the color more vibrant than you think you want. It tends to lighten when applied and left to dry. Try to do a small sample
