Is this matte finish?

The iron on vinyl is sensitive to temperature and pressure, which can be heat transferred on any t-shirt easily. How many adult shirts can I make out of this?

Depending on the size but no less than 60. I average about 12x12 per design for an adult shirt

Can I use this on cotton/polyester blends?.

Yes you can. I have used this on wood, polyester shorts, cotton shirts and blended. This works great!
