Can this be used to pull 4x4 fence posts that are cemented in?

Its a standard farm jack so yes it can be used as a lift jack or a come along winch.

Any tips for using this to push a Mangoo tree upright that is leaning from Hurricane?

Your better off using an come along like this one https://www.amazon.com/TEKTON-5541-2-Ton-Power-Puller/dp/B000NPZ48A/ref=sr_1_4?ie=UTF8&qid=1529775035&sr=8-4&keywords=come+along+winch and a strap. You can tie it high on the tree and low on another tree or a truck/car or stake it to the ground and over a few days pull it back into place. Don't try to pull all at once you may damage the tree but do it slowly and allow the ground and roots to move gently back in place. It's a good Idea to water the plant when doing this depending on the soil. I have move many trees like this with no trees dying. Good luck and if you want to know more, go to an arbors tree clinic or American arbors site that can give you great advice

How do you move the reversing latch? It gets stuck in the jacking position.

We returned the jack when we realized a piece was missing.

How far apart are mounting bracket’s?

not sure what u mean by mounting brackets this is a jack that sits on a foot and will jack upwards approx 40 "
