Is this self Tapping?

No it is not self tapping. Just the standard threads.

Is there different sizes the M12×1.5 is to small for my 2009 kawasaki klr650

It should fit your 2009. It could be possible your drain plug hole was drilled and tapped for a bigger size. Someone may have stripped the threads out previously.

What is the diameter of the head flange?

Low-Profile design greatly reduces the risk of being hit which can cause expensive crankcase damage. Made from hardened steel and features a magnetic tip to catch the metal contaminants in your oil. 6mm hex Allen fits deep (7.5mm) into the head of the bolt for easy and safe installation and removal. Fits a variety of motorcycles and ATV’s; a must-have item for the KLR 650! M12 x 1.5mm thread pitch x 17.5mm long. Crush washer included.
