Yes, this is pick & pluck foam. Works great; I have four of these for my camera gear.

why is there a screw port by the handle?

It's a pressure relief valve. If you close this case at sea level then fly to a much higher elevation, say Denver or any high mountain it will be somewhat pressurized and more likely to pop open. If you close it while at that mountain, then it will be difficult to open at lower elevations as the external pressure will be higher than what is inside. The valve allows you to equalize that pressure so you have neither of those problems.
