Q: Can I tow the backpack behind the kayak?

I don't think I would do that, I think a good dunking in the water you would be more than fine, even for an extended time. Towing it not sure about that, could put in tub to try it. We love ours, they are very well made, have no issues often, tied to deck of Kayak and takes good bouts of water with no issues.

Yes, the ipx of the dry bag is ipx 4 and the waterproof phone case is ipx 8.

Q: Would this bag work to take a large camera in on a kayak?

Well, the seller says the bag is IPX4, which means " Protects from splashing water, no matter the direction." Compare that to IPX7---protects in water up to 3 feet (1 meter)---and IPX8---Protects when immersed in water over 3 feet. In other words, this bag is not waterproof for immersion. For a camera that you might lose overboard from a boat, you would want IPX 7 or 8.
