Is this isotope holder waterproof?

Same waterproof level as the screen doors used on submarines.

Does this fob fit the tritium vials found at http://www.amazon.com/gp/aw/d/B016PYZ9PU/ref=mp_s_a_1_1?qid=1462568349&sr=8-1&pi=SY200_QL40&keywords=trit

Yes! They fit perfectly. The fob comes with 2 small rubber spacers that fit inside the fob so that everything is snug and tight.

It comes with only 1 tube?

If the "tube" you are referring to is the stainless steel housing, then yes. The package includes one housing, a split ring, and rubber plugs to hold a tritium vial in place (one required plus spares). Just to clarify, it does not come with a tritium vial (sometimes referred to as a tritium tube).
