Of course. Size and weight of tow vehicle as well as engine size and hp. The towed vehicles' weight transmission type etc. Do your due diligence or you could have big problems.

Can the towbar be used at an offset angle? Jeep is on 35s which is higher then receiver on RV.

No, you shouldn't. The tow bar must be leveled. You should buy an elbow to match the height of your hutch and your Jeep. They are easily available

is there an adapter so the end that goes to an RV can go over a 2" ball?
