It does not have a built in swim diaper.

I'd suggest getting 2-3. I learned the hard way and had to return for smaller size.

The problem we had with the suit is it fits great when dry but as it got wet the bottom sagged down to her knees. Her privates were only covered because of the tutu. My daughter is 26 lbs 36". Hope this helps some.

12-24. I bought a a different size but it should have fit just right. It was fairly big. I think she might get two years out of it. It’s super cute and well made.
