Q: I measured mr head and it measured btween 23 to 23 1/2 what size do i need

The seller says 7 3/8 inches. That would be a very tiny head indeed. 59cm == is 1 foot 11.28 inches. 7 and 3/8 is the hat size, not a length of measure.

Q: Where is this hat being shipped from?

Mine came in a plastic bag all the way from China. Lack of good packaging resulted in a dent.
