They’re using the metric system for their measurements, but I bought a size large and the hem is an inch above the material that touches the ground below

I had the same problem! Try washing it first, if there's no time to return it. I washed mine, so I can't return it, but I was able to save it by getting some metallic paint and splattering it to cover the spots. I used gold paint and accessorized with gold jewelry and sandals to tie it together. Pro-tip: slide some cardboard inside the dress to prevent the paint from bleeding through.
