Hex crimp tool would be another part but, I haven't found a hex crimp tool that small.

For sure without the cutter/stripper Not sure without the crimper Ferrule kits are definitely available without tools, just not sure about this brand.

Is there any Spade-type connectors that can use this "Terminal" crimper?

All types of spade connectors should work as long as they are a light duty connector. Like automotive to light duty amp wire it works fine for.
