Can you buy more shelves for this?

Sadly, no (manufacturer are you listening?) What I did with mine is bought melamine 15.75" shelves from the local big box hardware store and cut them down to the same size as the ones that ship with the cabinet. The new shelves are white instead of gray but it worked and I have additional shelves.

Can these be mounted flush with ceiling or do you need some extra space on top to allow cabinets to attach to tracking?

If you follow the instructions you will need some room to drop them down on the hanger which is a metal strip you mount to the wall. I believe you can mount flush to the ceiling by holding the cabinet in the place you want it with the mounting bracket attached to the cabinet (by temporary tape), and since the cabinets have no back you can reach in from inside and screw bracket to wall.

Can I leave the shelves out so I have a taller space?

Yes you can. There are pins that support the shelves. The shelves are not in fixed locations and can be used or not at your choice.
