Can I use this for my fancy ball python?

Ignore the person who said ball pythons don’t need to be misted. They need the humidity for shed time and hydration. Get a humidity meter to track the % and keep it between 50- 60% humid.

If there is a loss of power will settings be retained and will it start cycling immediately when power returns?

It does retain its settings I unplugged my unit trying to get it to forget the settings to no avail so I would say a power outage is equal to unplugging the unit for 24 hours.

My blue tongue sink needs the humidity to at least 40% so how long should I put it on for?

That would depend on the relative humidity of the room it is in, the temperature, the size of the enclosure, and the amount of ventilation of the enclosure. You are going to have to play around with times until you get it right.

is there a way to make it quieter?

I installed the machine into the living room and there was no way to make the noise less, the only way was to stay away.
